Summary
.DWG and .DXF files as .DGN files have –beside the Frozen/thaw property of layers- the property Display On/Off. This property is converted to Frozen/Thaw when importing these kind of files with Display On/Off to Thaw/Frozen. But .DGN files have also “VIEWS” and layer lists in these views which is not supported by VDF. So the Layers of the Active View are not properly imported as Thaw/Frozen.
