Summary
When export to pdf I want off layers to be added to the layers list of the pdf file and to be able to set them on later in the pdf
Solution
In version 11.1.4 Off Layers are added to the layers list of the pdf file with default view state invisible.
User can change the view state to ON in order to view entities that references Off layers
