Summary
On Off layer property does not work well
Solution
Fixed in 6026. For vdInsert objects the layer 0 works like ByBlock for the entities of the Insert which means that the entity takes the visibility of the Insert's layer if it is added in Layer 0 , else it uses it's own visibility.
