70001215 MergeDocument method to support Keep Both with mergeFlags

Summary

When merge document and the new merged entity has handle that exist in the main drawing then need to keep both entities.

Solution

When the merge code finds two entities with the same handle,it will keep the handle of the entity of the main drawing as it is,
and it will change the handle of the entity of the drawing that it will be merged with a new one that does nos exist in the whole document.
